memcheck/tests/unit_libcbase.c: Convert from old-style gcc designated

initializers to C99-style designated initializers. According to the gcc manual,
the former syntax is obsolete since gcc 2.5
(see also http://gcc.gnu.org/onlinedocs/gcc-4.6.1/gcc/Designated-Inits.html ).

Merged non-Darwin-specific parts of r9397,r9423,r9490, 9461, 9462 from the

DARWIN branch. A big ugly DARWIN/trunk sync commit, mostly to do with
changing the representation of SysRes and vki_sigset_t. Functionality of
the trunk shouldn't be changed by it.

Remove VG_(strcmp_ws) and VG_(strncmp_ws); they're no longer needed by CLO
handling, and they're not much use elsewhere.
